Individuals will be able to communicate electronically with the National Agency for Fiscal Administration, with respect to their own tax situation, by means of "the virtual" from the information system of the Ministry of Public Finances/National Agency for Fiscal Administration.
The electronic communication services provided by ANAF will be available free of charge, 24 hours a day.
The provisions regarding the use of the service can be found in the draft Order of the Minister of Public Finance regarding the procedure for communication by electronic means of remote transmission between ANAF and natural persons, posted today, for public debate, on the MFP website. After approval, the Order will be part of the secondary legislation necessary for the implementation of some of the provisions of GEO 40/2014, which establish the prerequisites for electronic communication between the taxpayer and the tax authorities.
I proposed to promote a new approach in the taxpayer's relationship with the tax administration, based on flexibility and institutional openness. The measures included in the draft order contribute to increasing the degree of computerization of the activities carried out by the tax bodies and encourage taxpayers to submit documents to ANAF by electronic means", considers the Minister of Public Finances, Ioana-Maria Petrescu.
In a first step, the service of "the virtual" will be available in the system, a pilot from September 2014 until the end of the year, the documents and information intended for individual taxpayers with a tax residence in Bucharest and Ilfov county. According to the draft legislative act, in order to access "the virtual" members of the public will be able to identify you electronically, through the qualified digital certificates (issued by certification service providers accredited in accordance with the Law no.With law no. 455/2001 on) or through the credentials of the guy's name, and password is accompanied by the authenticator codes to a single use of the OTP.

A) A document issued by the tax authorities and notified to the taxpayer

- tax returns to be prepared by the individual, according to the provisions of the law;
- requests submitted by the natural person of the tax authority in order to obtain information or documents in relation to the personal tax position of the information about the social security contributions reported by employers, your request for an opinion concerning the application of the tax legislation;
- administrative provisions of the tax acts of the executive and any other documents issued by the tax authorities in the enforcement of the law, for example, notices of assessment, notice, summons;
- of documents, or documents issued by the tax authorities, at the request of the natural person, such as the tax clearance certificate, proof of income;
- the register of the documents disclosed in the last 2 years.
The draft bill sets out a number of principles concerning the use of the "private Space of the virtual," in the circumstances in which it is to ensure the safety of the data for the identification of the taxpayer.

Background information:
The Order of the ministry of finance submitted to public consultation is part of a set of measures that are being promoted by the Ministry of Public Finances, and to be done, in order to improve the relationship of the taxpayer to the irs and the simplification of the methods of payment.
In this context, it was promoted by the MFP, OUG 40/2014, published in the Official Gazette on June 23, 2014, which establishes the conditions for electronic communication between the taxpayer and the tax authorities.
Also, starting from July 1, 2014, the forms regarding the annual taxation decisions for incomes made by natural persons and for the social health insurance contributions owed by them, contain a series of information to facilitate the payment of tax obligations. Thus, each tax decision contains information regarding: the tax identification code of the beneficiary, the budget revenue account corresponding to the payment obligation, the IBAN code in which the payment must be made, the amount the taxpayer has to pay and an explanation column. Information on payment methods is also included on the tax decision.
