Ministry of Entrepreneurship and Tourism (MAT) functions as a specialized body of the central public administration, subordinate to the Government.

In 2022, until the establishment of the Romanian Agency for Investments and Foreign Trade, the institution also managed the field of foreign investments and foreign trade, in accordance with the requirements of the market economy and to stimulate the initiative of economic operators.

In 2022, the team of the General Directorate for Entrepreneurship and Financing Programming proved its dedication to the Romanian business environment, treating every challenge with seriousness and professionalism. Their activity is the implementation of policies for entrepreneurship, as well as the initiation, development and implementation of state aid and de minimis schemes, with the aim of developing the business sector.

More than 1.6 billion euros reached Romanian entrepreneurs through the programs successfully implemented by the General Directorate for Entrepreneurship and Financing Programming, together with the nine Agencies for Small and Medium Enterprises.

The Control Directorate within the Ministry of Entrepreneurship and Tourism organizes verification actions in the field, so that good compliance with legal norms and standards is maintained. The team is also in permanent contact with tourists who have noticed certain deficiencies at the destination. The total amount of fines applied in 2022 was 3,595,500 lei.

In 2022, almost 1,800 control actions were carried out at accommodation structures with and without public catering functions, at travel agencies, beaches, slopes, natural recreation, resorts, as well as at guides and national information and promotion centers touristic.

At the same time, 7 classification certificates and 4 tourism licenses were withdrawn, while another 838 classification certificates were submitted for deletion. The Control Directorate processed almost 16,000 declarations regarding the reporting of travel agencies and contributed to the implementation of legislative projects in the field.

The Authorization and Monitoring Directorate within the Ministry of Entrepreneurship and Tourism takes care of ensuring quality standards in the development of tourism activities throughout the country, by authorizing accommodation structures, with or without public catering functions, travel agencies, routes, slopes, beaches and nautical leisure, of the national tourist information and promotion centers, as well as of the tourist guides. The structure also grants specialized approvals for constructions in the field of tourism and ensures the technical secretariat of the resort attestation commission, permanently monitoring the activities at the national level.

The Department of Foreign Trade also manages the Export Promotion Program (PPE), through which Romania's participation in international fairs and exhibitions is organized and economic missions abroad, with a national flag.

In 2022, 51 external promotion actions were carried out, for which funds of over 49.8 million lei were committed.

Participation under the national flag at a number of 44 international fairs and exhibitions was organized, with a budget of 48.2 million lei, and 7 economic missions were carried out, with a budget of 1.6 million lei. More than 600 Romanian producers/exporters participated in these international events.

The budget execution of the Ministry of Entrepreneurship and Tourism, in 2022, was of over 85%, percentage relative to the total budget credits granted to the institution, amounting to 3,882,519,000 lei.

The Ministry of Entrepreneurship and Tourism in 2022 had 930 litigation pending before the courts currently, of which 456 were final, 388 won and 68 lost.

The report on access to Information of Public Interest, in 2022 shows that there were 142 requests, of which 80 addressed by Mass- Media and 62 addressed by citizens.

The report on Decisional Transparency shows that in 2022 there were 1,220 suggestions and opinions collected, 29 public meetings and 499 people present at the meetings public.
