The National Agency for Cadastre and Real Estate Advertising (ANCPI) is the only public state authority in the fields of cadastre, real estate advertising, geodesy and cartography.
The main objective of ANCPI is the registration of all buildings in Romania in the integrated cadastre and land register system.
The National Agency for Public Procurement (ANAP) is a public institution, subordinate to the General Secretariat of the Government and led by a president with the rank of secretary of state, appointed by the Prime Minister of Romania.
ANAP's mission is to ensure the legality, transparency and efficiency of public procurement in Romania.
In 2022, the authorities and contracted entities in our country completed a number of 17,905 award procedures through the Electronic Public Procurement System. Of these, 83 were initiated in 2020, 3,522 in 2021, and the most, respectively, 14,300 in 2022.
As in previous years, in 2022 the general trend of using the simplified procedure was maintained, this type of procedure representing approximately 70% of the number of completed procedures. The simplified procedure is followed by the open tender, with a percentage of about 28%. The other types of procedures carried out for the award of public contracts add up, for the analyzed interval, to just under 2%.
Also in 2022, the contracting authorities/entities in our country concluded a number of 27,916 public contracts. Depending on the type of contract concluded, the statistical data highlighted the fact that most had as their object the supply of goods (54%) and the least, the execution of works (21%). Regarding the public procurement contracts that had as their object the provision of services, they represented a quarter (25%) of the contracts concluded in 2022.
For the year 2022, the estimated value of the 17,905 completed public procurement procedures was 112,427,193.19 thousand lei, which expressed in single currency, at an average BNR rate of 4.9315, represents 22,797,768.06 thousand Euros. And for this reporting period, the funding sources were both budget funds and external funding.
The year 2023 comes with important changes on the real estate market in Romania. The legislative proposal regarding the organization of the real estate brokerage activity was submitted to the Chamber of Deputies and registered to the Romanian Senate for debate in the first stage of legislation.
The law will regulate the real estate intermediary profession, which can be exercised both by natural persons (real estate agent) and by legal entities (real estate agencies) and will define the specific professional activities of the real estate intermediary and its role in a real estate transaction.
This stipulates the obligation to conclude a written contract with the client for the exercise of the professional activity and the obligation to carry out an initial professional training course to enter the profession (180 hours, of which the at least 60 hours of practice) and the completion of this course. Also, the National Electronic Register of Real Estate Intermediaries (RENII) will be established, as a transparent means of record, in which all real estate agents they are required to register in order to practice. Re-certification of real estate agents is also provided at 3-year intervals, for the purpose of continuous professional training, and real estate brokerage activities can only be carried out after obtaining the Real Estate Agent Authorization and registration in RENII.
